World of Warcraft: Forever raised the beta level cap to 30 on the October 1 maintenance build, and this time Blizzard actually shipped the changelog. Our earlier cap-30 maintenance briefing went live while Kaivax’s detailed notes were still pending. This guide is the complementary piece: what the notes actually changed, which dungeons opened, how hard the dungeon-quest XP brake hits, and what you should test first between levels 21 and 30.
Primary source for the patch text is the Warcraft Tavern reprint of Kaivax’s Level 30 development notes, with the maintenance schedule still anchored on the US forums Oct 1 Beta Update thread. What this build is for
Forever’s beta is still a feedback window, not a soft launch. Cap 30 exists so Blizzard can watch:
- how fast players clear the new mid-game dungeon loop
- whether dungeon quest XP was overtuned (spoiler: it was)
- whether the PvP honor curve makes sense once more brackets and vendors open
- class feel for the talents and rage/energy systems that only matter once you leave the teens
Level cap and the new dungeon slate
Cap 30
Players can now level to a maximum of level 30. Everything below that was already available in earlier beta weeks; the interesting part is the newly unlocked content that sits on top of the old list.
New dungeon: Excavation Site: Wetlands (26–31)
The headline addition is Excavation Site: Wetlands, listed at levels 26–31. That is the Forever-original dungeon you should prioritize if you are already sitting in the mid-20s. It is the clearest “new Forever content” test in this build: layout feedback, boss pacing, loot cadence, and whether the level band feels right against Wetlands outdoor questing.

Dungeon priority list for 21–30
Use this as a test order, not a speedrun gospel:
- Finish unfinished low dungeons if you still need quests or set pieces — Stockade, SFK, BFD, Gnomeregan, RFK, Scarlet wings as available.
- Razorfen Downs at 25+ — first newly unlocked Classic-band dungeon; good for group finder feedback and mid-game loot.
- Excavation Site: Wetlands at 26+ — the Forever-specific dungeon. Submit bugs. Screenshot weird pathing. Note whether 26 feels early or late.
- Uldaman at 30 — cap dungeon for this phase. Bring a formed group if LFG is still thin on your realm ruleset.
- Outdoor Wetlands / Hillsbrad / Ashenvale / Duskwood / Thousand Needles — the notes explicitly increased creature and object respawns in several of those zones after Redridge and Stonetalon were tuned earlier. If you bounced off a dead quest hub last week, re-test it.
The leveling brake: dungeon-quest bonus XP −50%
Blizzard’s developer note is unusually direct: playtesters were leveling too fast, so dungeon quests now reward 50% less extra experience beyond normal quest values.
Read that carefully. It is not “all dungeon XP cut in half.” It is the bonus portion of dungeon quest rewards that got sliced. Outdoor quest XP is not described as cut in the same line. The practical effect is still real: the old “spam dungeon quest turn-ins to skip the outdoor loop” path is weaker, which is exactly what Blizzard wanted.
What to do with that:
- Keep dungeon quests. They are still worth completing.
- Do not plan your entire 21–30 route as dungeon-only turn-ins.
- Pair each dungeon with the outdoor hubs that feed it, especially now that several contested zones got respawn help.
- If you were banking a pile of dungeon quests at 20 for the cap raise, expect less of a rocket jump than the pre-notes maintenance article implied when notes were still pending.
PvP economy: honor cap up, costs up
Two linked changes:
- Honor cap raised from 15,000 to 25,000.
- Honor costs for PvP gear and upgrade tokens adjusted, with most item costs increasing by approximately 50% to better align with gear acquisition targets.
Beta advice:
- Log honor/item costs in a spreadsheet for the brackets you care about.
- Do not assume last week’s “hours per piece” math still holds.
- The higher cap is there so the +50% costs do not soft-lock you mid-upgrade.
Profession and economy traps in this build
Enchanting wand vendor price: 1 copper
All crafted common and uncommon Enchanting wands now sell to vendors for 1 copper. That is an intentional dead-end for wand crafting as a gold loop. If your beta profession plan was “mass craft wands, vendor, fund recipes,” scrap it. Keep wand crafting for actual weapon needs and enchanter leveling steps, not vendor gold.
Other profession notes worth acting on
- Shenthul in Orgrimmar now trains Windshaper Skyborne.
- A number of Blacksmithing and Leatherworking recipes that were meant as dungeon random drops are now available (exact list is in the notes dump; grab them while you are already dungeon farming).
- Mining: fewer Poor Copper Vein nodes in starter areas.
- Skinning: creatures can once again only be skinned a single time before disappearing.
BoE appearances when vendoring
When you sell a BoE item with an appearance you have not collected, the item now becomes soulbound instead of Bound to Account. That is an appearance-protection change dressed as a vendor rule. Collect the transmog before you vendor if you care.
Camping clarity and quality-of-life
Forever’s camping system got wording and UX cleanup rather than a full redesign:
- Boosted Rest debuff has a new icon and a rewritten tooltip.
- Camping feature text now says “mutually exclusive” instead of just “exclusive,” which should reduce the “why can’t I place both” confusion.
- Campfires no longer damage players below level 5, and they deal reduced damage to players under 90% health.
Barbershops and small world fixes
- Barbershops are now in Darnassus and Thunder Bluff.
- All barbershops have barbers working.
- City guards give directions to barbershops.
Other player-facing odds and ends from the same notes block:
- Improved rain visibility; Ray Traced Shadows option temporarily removed until fixed.
- Night Watchman’s Torch lag/cancel fix.
- Weapon visual size consistency pass across races.
- Savory Whimsyfin Delight now uses orc-equivalent Ninja/Pirate outfits (old transforms were placeholders).
- Hillsbrad, Ashenvale, Wetlands, Duskwood, and Thousand Needles creature/object respawns increased.
- Escort quests no longer soft-lock if your log is at 25+ quests.
- Cooldown Manager now supports racials and Rogue, with duplicate rank spam cleaned up.
- Aggressive Mode is back for Hunter and Warlock pets under the pet tab.
Class highlights (player-facing, not the full dump)
The class section in Kaivax’s notes is enormous. Here is the shortlist that changes how you press buttons this week.
Druid
- Bear / Dire Bear generate 75% increased Rage on critical strikes.
- Swipe now correctly scales with Attack Power (3% AP); tooltip update later.
- Tiger’s Fury removed; King of the Jungle talent removed.
- All shapeshift forms are immune to Disarm once shifted (disarm before the shift still hurts).
- Faerie Fire no longer resets your swing timer.
- New Feral talent line: Shifting Power (Cat Form, convert 55% base mana into 40 Energy) and Improved Shifting Power cooldown reductions.
Warrior
- Basic-attack crits generate 75% increased Rage.
- Rend and Sunder Armor instantly tap enemies.
- Queueing Heroic Strike no longer increases off-hand hit chance.
- Spearing Strike no longer requires a two-hander (still Battle Stance).
- Dual Wield Specialization no longer inflates off-hand Rage generation the old way; known issue still notes the hit-chance side of DWS is wrong until fixed.
Hunter
- Sniper Shot (31-point Marksmanship) is now a 45-yard shot that also buffs your next 3 shots’ range by 10 yards for 10 seconds.
- Survival Deflection parry values reduced to 1/2/3/4/5%.
- Aggressive Mode returned for pets; tameable-beast ability rank bugs cleaned up.
Mage / Warlock / Priest / others (high-signal)
- Mage comprehension scrolls can no longer be cast while moving; Hot Streak renamed Heating Up; Combustion charges back to 3.
- Warlock Drain Soul interrupts correctly if you start another cast; Hellfire can crit; Incubus model temporarily lower-res.
- Priest Devouring Plague can crit; Shadow Weaving no longer fails to apply; Inner Focus no longer buffs periodic crit.
- Paladin Redoubt block chance lowered; Holy Shield block chance raised to 30%; Champion of the Light spell-damage ratios reduced.
- Rogue Expose Armor miss no longer eats all combo points; Setup only awards combo points from the dodged/resisted target.
- Shaman Ghost Wolf visibility improved; Totemic Recall mana restore fixed.
- Gnome Eureka! no longer benefits periodics; Undead Cannibalize blocked while immune to Physical.
Known issues new to this build
Blizzard’s known-issues list is part of the notes, not an afterthought. Highest-impact items:
- Spell chaining animations/sounds do not play the next cast’s precast effects until the first cast finishes (Fireball into Fireball is the example).
- Enemies can Parry and Block from behind if you stand too close; temporary workaround is more spacing.
- Forever install size is larger than intended.
- Switching to/from Gamepad UI resets the active Edit Mode layout.
- Scroll of Liminal Passage does not function correctly.
- Multiple debuffs like Faerie Fire and Demoralizing Shout do not cause threat.
- Warriors’ Dual Wield Specialization currently grants hit to both weapons instead of off-hand only.
- Retribution Aura uses the target’s spell power instead of the Paladin’s.
- And yes, the notes include the running gag that Anduin and many other children unintentionally have hats and keep giggling away from the removal pass.
What to test first this week
A concrete one-session plan if you have two or three evenings before the next build:
Session A — ding and dungeon
- Clear leftover quests to 25.
- Run Razorfen Downs once with dungeon quests.
- Note XP before/after turn-in so you can feel the −50% bonus cut yourself.
- If still 26+, queue or form Excavation Site: Wetlands.
Session B — cap and feedback
- Push outdoor Wetlands / remaining mid quests to 30.
- Run Uldaman.
- Spend Legacy Points you have been holding for the 21–30 talents (Legacy Points guide).
- File one dungeon bug and one class-feel note. Forever beta is useless if everyone only screenshots the ding.
Session C — economy and PvP
- Check PvP vendor math under the new honor costs.
- Do not mass-vendor uncommon wands expecting gold.
- Place a camp, read the new Boosted Rest tooltip, and confirm the mutually exclusive wording matches what you already learned in the camping guide.
Beta window and launch context
Nothing in the Oct 1 notes moved the broader calendar:
- Forever beta feedback window continues through about October 21.
- Full launch remains November 4, 2026.
- Population and queue pressure are still a live variable — see the population cap raise notes if your realm feels packed after the cap bump.
